COMMUNICATIONS FROM HIS HONOR, THE MAYOR

2.         A communication from Mayor Ruberto submitting a presentation from Mark Germanowski and Randall Christensen regarding the Pittsfield Municipal Airport improvement project.

3.         A communication from Mayor Ruberto submitting an Order authorizing the Mayor to submit the Community Development Block Grant FY2011-2015 five-year Consolidated Plan and the FY2011 Annual Action Plan to the U.S. Department of Housing & Urban Development.

4.         A communication from Mayor Ruberto submitting an Order authorizing the City of Pittsfield to use $250,000.00 from the Pittsfield Economic Development Fund for Hancock Shaker Village.

5.         A communication from Mayor Ruberto submitting a Resolution providing for the creation of the East Street #1 Economic Opportunity Area, a Resolution authorizing a Tax Increment Financing Plan for the Haddad Expansion Project by Haddad Motor Group and GHES Realty, LLC, and an Order approving the Certified Project Application of Haddad Motor Group, Inc. and GHES Realty, LLC.

6.         A communication from Mayor Ruberto submitting an Order authorizing the City of Pittsfield to use $500,000.00 from the Pittsfield Economic Development Fund for Crane & Co.

7.         A communication from Mayor Ruberto submitting a Resolution providing for the creation of the Downing Parkway #1 Economic Opportunity Area, a Resolution authorizing a Tax Increment Financing Plan by Crane & Company, and an Order approving the Certified Project Application of Crane & Company, Inc.

8.         A communication from Mayor Ruberto submitting an Ordinance amending the Code of the City of Pittsfield , Chapter 8, Solid Waste Collection and Disposal, and an Ordinance amending the Code of the City of Pittsfield , Chapter 24 Schedule of Fees, Section 24-1 Establishment.

9.         A communication from Mayor Ruberto submitting an Order authorizing the City of Pittsfield to declare real property available for disposition.

10.      A communication from Mayor Ruberto submitting an Order accepting a grant of funds in the amount of $25,000.00 from the Massachusetts Cultural Council.

11.      A communication from Mayor Ruberto submitting an Order accepting a donation from General Dynamics of (10) conference room chairs for use in the City Clerk’s office.

APPOINTMENTS

12.      Appointment of Megan Whilden, James Lumsden, and Michael Ward as members of the Cultural Development Board.

13.      Appointment of Andy Kelly, James Ditello, Patrick Gormally, and Rudolph Sacco as members of the Sister City Commission.

PUBLIC HEARING

14.      A public hearing on a communication from the City Clerk on the revocation for non-renewal of land licenses issued for the storage of explosives and inflammable materials issued in the following names:  Alice Chilcoat, Albert Lord, Tina Moriarty, Kay Bee Toys, Inc., General Electric Company, Fairview Associates, and Berkshire Silkville, LLC.

15.      A public hearing on a report from the Committee on Ordinances and Rules on a petition from Mayor Ruberto submitting an Order authorizing the City of Pittsfield to accept the provisions of 780 CMR Appendix 120.AA, the “Stretch Energy Code,” recommending approval.

REPORTS OF COMMITTEES

16.      A report from the Committee on Ordinances and Rules on a petition from Mayor Ruberto submitting an Ordinance amending the Code of the City of Pittsfield, Chapter 2½ , Animals and Fowl, Article II Dogs, Section 25 License Requirements, Fees and Exceptions, recommending approval.

17.      A report from the Committee on Ordinances and Rules on a petition from Mayor Ruberto submitting an Ordinance amending the Code of the City of Pittsfield, Chapter 24, Schedule of Fees, City Clerk, recommending approval.

18.      A report from the Committee on Ordinances and Rules on a petition from Mayor Ruberto submitting an Order authorizing the City of Pittsfield to accept Massachusetts General Laws, Chapter 40U, recommending approval.

UNFINISHED BUSINESS

19.      A petition from residents of Lebanon Avenue and Donovan Street for immediate action to correct the sewage odor in their area (tabled March 9, 2010).

20.      A petition from Rinaldo Del Gallo, III requesting that the City Council pass an ordinance outlawing texting or any device that requires hitting of alpha-numeric calculators while driving (tabled March 9, 2010).

21.      A petition from Rinaldo Del Gallo, III requesting that the City Council seek legislative approval under a Home Rule Petition to pass an ordinance outlawing using a cell phone while driving (tabled March 9, 2010).

NEW BUSINESS

22.      A petition from Jeffrey Ferrin requesting a full and complete independent audit of the water department.

23.      A petition from Jeffery Ferrin requesting that the City Council consider taking a full review of the total cost of purchase, installation, implementation, damages caused by installation, as well as monthly monitoring fees of the GPS monitoring systems that were put in city vehicles in 2008-2009.

24.      A petition from Councilor Marchetti requesting that a handicap parking space be designated and signage be put out in front of the business at 741 Tyler Street .

25.      A petition from Councilor White requesting a stop sign be installed on Second Street at the corner of Adam Street .

26.      A petition from Jeffrey Ferrin requesting that this sitting council consider acting on or sending this petition to traffic to either remove or enforce the commercial vehicle exclusion signs on Holmes Road .
